This video shows how an earthbag dome complex was built in Ecuador. They used cement stabilized fill and finished it with an earthen and lime plaster. The finished project is revealed towards the end.

More cone than dome, but still
Any building can be strengthened significantly by adding basalt volcanic rock fiber reinforcements. Drape the mesh onto a fresh scratch coat then top finish the stucco or plaster.
